I use Picasa to help me do this, quite easy , you can do this, too.

Try Google Picasa, 100% free and easy to use.

With Picasa, you can organize your pictures on your computer easily, Share your pics with friends by sending email, Edit your pics, making many special effects only by one click.

scroll down on the save feature and .jpg should be an option to save it as.

download some free shareware to convert picture file formats
depends on the software youre using. If you have access to photoshop, you should see a whole lot more options, even then in the jpeg format, you stil have fruther options of saving it as a large file , or as a small file, tiny enough to be sent online, but still with the same size of picture. most photo software will do this anyway, and some are available for free downloads online
If you can not do it in ms paint, then you can download a free jpeg optimizer to do it. There are several of them. Search on google or at http://www.download.com

for example here is one

You need to open the image up with a different program. There are many free to download. Then simply do a 'save as' and you will be able to save as a jpeg.
If you are taking an image from a website - i.e. right click 'save as', you will be limited to whatever format it happens to be in. You would have to re-open the image using some other program and do a 'save as' to whatever format you wanted.

A really nice (and free) image editor is Gimp

If you are using a program, and there is no option for jpg you may have some problems with the filter. This article discusses that in more detail, along with the resolution.
